What is All-Stars?

The Little League All-Stars Tournament Teams are an opportunity for skilled players ages 8-14 to make even more baseball memories through competitive tournament play. All-Stars is part of the Little League International (LLI) Tournament, the most widely known youth sports tournament in the world. 

How is the Tournament structured?

The tournaments start at the District level. Northwood Little League (NWLL) is in California District 55. Teams must win their way to advance through the International Tournament. 

  • The 9U/8U is not a Little League International Tournament. It is managed by the Section and culminates in a Section Tournament.
  • The 10U and 11U Minors teams conclude at the State level. 
  • The Little League (12U), Intermediate (13U), and Juniors (14U) all conclude at a World Series Tournament. The team must win District, Section, and State to advance to the Little League World Series.

When is All-Stars?

Players commit to practices and games up to 5-6 days per week starting as early as May 15 through the end of tournament play. It’s important for parents to remember that participating in being selected for tournament play is a privilege, it is also a commitment with added practices and games. If you realize that your son or daughter has several conflicts or is scheduled to be traveling during tournament play, please consider passing on the tournament opportunity and allow another player to share in the experience.

District 55 All-Star games will be held from June 15 - July 10 at various locations throughout District 55. Any teams that win their district tournament will move onto sectional tournaments from July 12 to July 18. 

  • State tournament will be held July 20-July 29  

  • Regional tournament will be August 3-9 

  • World Series for 12U will be August 14-25 

Only 10U, 11U, and 12U teams are eligible to move on from the district level. The 9U team will end its tournament run at the district level. 

Who are the All-Stars teams?

There are six levels of tournament play in District 55. Only one team per level is allowed.

We’ve included the official Little League age requirements for the teams for your information. Please understand that it is highly recommended that players apply for and play on teams with their age group. Some parents want their kids to “play-up.” This is discouraged and at the discretion of the Tournament Player Agent. In most cases, teams will have the best chance of proceeding through the tournament if players are on the team matching their League Age.
 

Tournament Team Rosters

For most divisions, tournament teams include a maximum of 14 players, one manager, and two coaches. By rule , all teams will have a continuous batting order and there will be no courtesy runner by rule, including for pitchers/ catchers, with 2 outs.

 

Who can play in All-Stars?

In all divisions, any eligible player who has participated in 8 regular season games by the start of Tournament Play in their respective district is eligible to play. Players who have not played in 8 regular season games are not eligible to play on a tournament team.

Players are eligible for tournament play provided they meet criteria established by Little League’s Residency and School Attendance Player Eligibility Requirements and have played in 8 regular season games.

If your player is selected for a tournament team, you must be able to provide hard copy documentation proving your player’s residency or school enrollment in NWLL boundaries as well as proof of your player’s age.
 

Please see the documentation section below and read through it thoroughly. If you are unable to provide this documentation, your player will not be able to play in the tournament.

How do I apply?

Players that are interested in playing on a tournament team should have applied by April 27, 2024. Late applications will not be accepted.
 
The Tournament Teams are formed through a voting process that includes managers, coaches, and players as per LLI and NWLL rules. Parents should not interfere. If a parent has questions or feedback about the voting process, please email All-Stars Coordinator Rey Maninang at postseason@nwllbaseball.com.

 

Ballots for each tournament team are built based on registration data. Each player, manager and coach, per guidelines below, cast a ballot. Practice parents do not vote. There are no proxy votes. Results are weighted 50% players, 50% managers and coaches. The top 10 vote-getters are automatically selected for the team.

 

The tournament team manager then appoints 2-4 additional players from the pool of eligible applicants. The rules differ for teams with rosters of 12 versus 13 players. The manager will decide how many players to take based on game strategy. If a player  is not on the official ballot, he or she is not eligible to be appointed by a manager. There are no exceptions.

What documentation is required if I am selected for an All-Star team?

 
Please read this section thoroughly and get started on your documentation right away. Do not wait!! Double check all your documents before you submit them. If they are not correct, you will be asked to resubmit your documentation. 
 

The Player Eligibility Verification Packet is due May 23.

 If you do not submit the paperwork by May 23, your player may lose his or her spot on the All-Stars roster. Please understand that this is a Little League International rule, enforced by District 55, meant to protect the tournament experience for the kids. 
 

The Player Eligibility Verification Packet includes:

1. Completed Tournament Player Verification Form

Please fill out a Tournament Player Verification Form. The name on the Tournament Player Verification Form must match the name on the birth certificate. If your child goes by a different name, please use their legal name on the form. The coach should also use the player’s legal name on the Team Affidavit.

2. Original birth certificate AND color copy

Both an original birth certificate AND a COLOR copy are required. The original birth certificate will be returned to you once D55 has reviewed the documentation. If your player was born out of the USA, please provide the original birth certificate and a notarized translation. If this applies to your family, it is recommended to see if you have the birth certificate or have access to it as soon as possible. In the past, some families did not have access to an original birth certificate and had to request one from the court.

3. Proof of residency within NWLL boundaries

You will need at least one document from each of the groups outlined in the Residency and School Attendance Player Eligibility Requirement OR School enrollment proof.
 
School enrollment proof is only for players who do not live in NWLL boundaries but are enrolled at school within the NWLL boundaries. Do not use this form unless you do not live in NWLL boundaries. Note: Players in NWLL pursuant to a combination league (i.e., non-NWLL Juniors or IRLL-NWLL combination) will need a waiver.
 
Per Little League International Rules, residence shall be established and supported by documents containing the full residence which includes parent(s) or guardian(s) name, street address, city, state, and zip code information, dated, or in force, between February 1, 2023, and February 1, 2024. 

 

An easy example of typical documentation to establish residency is to provide: 

1. Current Driver’s License - must have parent name and current address. Employment records also work for this section if they have your name, address, and are dated between February 1, 2023 and February 1, 2024
 
2. Vehicle registration - Must have parent name, current address and be issued between February 1, 2022 and February 1, 2023 tax returns or other government issued documents also work for this section if dated between February 1, 2023, and February 1, 2024.
 
3. Utility bill - must have parent name, current address and be dated between February 1, 2023, and February 1, 2024.
You may print a copy of online utility bills and government issued documents, but they should both be issued/prepared and due between February 1, 2023 and February 1, 2024. Do not print a bill  issued in March 2024 or after.  
 
Please note that the names and addresses on the Player Verification Form and documentation must match! If you cannot provide this documentation or your player has played under a waiver in the past please email NWLL’s All-Stars Coordinator Rey Maninang immediately at allstars@nwllbaseball.com.
 
If your player resides outside of NWLL boundaries but goes to school in NWLL boundaries, you can request a School Enrollment form by emailing Rey Maninang at allstars@nwllbaseball.com. A school report card is not accepted as a School Enrollment Eligibility document. Please note that the form requires several signatures from school officials and many schools may close for summer at the end of May. Do not wait to reach out to Rey if you are submitting school enrollment proof. 
 
If you have a completed Player Verification packet from a previous All-Stars Tournament that was approved by District 55, you may reuse that packet.
 

Fees

 

The fee for the All-Stars tournament this year is $150. The All-Star coordinator will collect checks along with your Player Verification Form and documentation if your player is selected to play on a tournament team.

This registration fee covers a full uniform, practice shirt, tournament fees to Little League International, umpire fees, field fees, and equipment.

Mandatory Play

 

All-Stars is a competitive tournament - managers play to win games and will choose players on a game-by-game basis. Continuous batting order is required  Please understand that your player may not play as much as they did during the season. There is no requirement that your player play any defense at all.
